Goods at the frontier: the Spanish Tax Agency's guides, goods vehicles, the decision that would move Gibraltar to the next customs stage, parcels

More findings from official sources and the press: how goods are cleared according to Spain's Tax Agency, what has happened at the goods gate since 15 July 2026, and what is still not published.

Where the texts come from

The English texts come from the official English versions published by the European Union (EU) on EUR-Lex, the United Kingdom (UK) on GOV.UK and UK Parliament, and Gibraltar (the Acts and legal notices that change Gibraltar's law for the treaty, from Gibraltar Laws and the Gibraltar Gazette, and Gibraltar Parliament records: Hansard, Bills and Command Papers), plus HM Government of Gibraltar and European Commission press releases where a statement is quoted. Where a text exists only in Spanish (BOE), we quote it in Spanish and say so, and any translation beside it is ours.

Outside sources are linked and their facts are restated in our own words; no outside text is quoted. A program check found no run of 8 words shared with any saved outside text (names of laws and bodies excepted). Every line says whether its source is official or press.

The transaction tax is Gibraltar's own tax; VAT here means Spain's and the 's tax. Short forms used for bodies: the Official State Gazette of Spain (BOE), Spain's Tax Agency, Agencia Estatal de Administración Tributaria (AEAT), the Spanish state company Empresa de Transformación Agraria (TRAGSA), Gibraltar Broadcasting Corporation (GBC), Your Gibraltar TV (YGTV). Spanish and Gibraltar institutions and laws keep their own names.

1. The Spanish Tax Agency's guides: route, paperwork and tax for goods to and from Gibraltar

What it settles: Answer (b) on the page Doing business across the frontier is confirmed from the Spanish side. Gap G5 on that page, Spanish VAT on exports to Gibraltar: settled in part. Gaps G1 and G2 on that page: nothing found.

In plain words: Spain's Tax Agency says goods go to and from Gibraltar, as a general rule by land, through the designated customs posts, under a transit declaration. EU goods going in need an export declaration first. Goods coming out need an entry summary filed in Spain beforehand. If a transit is not closed properly, Spanish VAT and excise are charged: by the Spanish post on goods going in; on goods coming out, by Gibraltar, which must pass them to Spain, if it was a T2GI, and by the Spanish post if it was a T1GI. The Agency's pages do not give a date for the next customs stage, a goods lane or opening hours.

In plain words: Press reports say goods lorries use a commercial gate and are cleared by Spain's customs post and then by Gibraltar Customs. Spain's published note on the provisional works for the EU entry and exit system lists, among them, a diversion of goods-vehicle traffic across a plot owned by La Línea's council. We found no notice with opening hours or a separate lane for lorries already cleared in Spain; the Chamber of Commerce president said the idea needs talks with La Línea, and the Government says it is raising traffic management with Spain.

In plain words: Gibraltar's Deputy Chief Minister told Parliament on 3 March 2026 that goods will keep moving by road between Gibraltar and the Campo without an ECMT haulage permit for that regional journey. That is a minister's description. It does not say whether Spanish or EU carriers may take goods from Gibraltar beyond the Campo.

In plain words: Gibraltar's Chief Minister says the transaction tax is charged on the declared import value, declared by the importer, and collected through the customs computer system like an import duty. Nothing we read says who declares and pays on a parcel bought online by a consumer. Press reports show UK mail and some carriers' parcels were delayed in July 2026.
