Gibraltar & The Treaty — The Reading Room

How to use this site

About these pages

They cover on Gibraltar, the arrangements that put it into practice, the 2019 tax agreement with Spain and the documents that go with them. Each statement shows what it rests on, so you can check it. The pages do not argue for or against the treaty. Ask a question in the box below. If it is not answered, tell us in 'Say what is missing'.

How the front page is arranged

At the top, the treaty in one minute, with a small picture. Below it, five things the texts say; each shows its first sentence, and Read more opens the whole text. Then the boxes to ask, check, say what is missing or get alerts. Last, the documents in six groups: Start here, Ask, check and weigh up, The texts, Law and sources, Follow what changes, and About this site.

Where the texts come from

Where the texts come from

The English texts come from the official English versions published by the on EUR-Lex, the United Kingdom (UK) on GOV.UK and UK Parliament, and Gibraltar (the Acts and legal notices that change Gibraltar's law for the treaty, from Gibraltar Laws and the Gibraltar Gazette, and Gibraltar Parliament records: Hansard, Bills and Command Papers), plus HM Government of Gibraltar and European Commission press releases where a statement is quoted. Where a text exists only in Spanish (BOE), we quote it in Spanish and say so, and any translation beside it is ours.

Ask the treaty

Ask a question about the treaty. Answers come only from the public texts on this site. Each shows the words it rests on, with a link.

Check a project or plan against the treaty

Lists the treaty provisions that may apply to what you describe, including the state aid rules. Each is quoted and cited.

A checklist tied to the texts. Not legal advice. A lawyer should review anything it flags.

Say what is missing

Tell us if a question about the treaty is not answered here, or a document lacks what you needed.

Plain words and Exact words

Start with the treaty in one minute, then open what you need. Under The documents, Start here comes first and the other groups hold the rest. Every article has two kinds of words: Plain words say it in everyday terms, Exact words are the treaty's own. A small picture opens in full when you tap it.

Where the text is silent, the line is marked Do not know.

Pictures

A small picture opens its full page when you tap it. The full page has the quotations behind the picture.

Language

Choose English or Español once. The choice is kept, and every page switches to the same page in the other language.
